On 19 December 2025, JICA hosted a special seminar on inclusive innovation for person with disabilities at its headquarters in Tokyo, drawing leaders and implementors from across Japan and other countries in Asia-Pacific. This important event, led by the JICA’s South Asia Division, underscored the ongoing commitment to disability-inclusive development and opened new conversations for progress in the region. APCD’s keynote and interactive participation in the panel discussion highlighted practical solutions and future opportunities for persons with disabilities. Stay tuned and join APCD’s next knowledge-sharing activity, where we will continue advancing inclusive innovation and building stronger partnerships for a more inclusive Asia-Pacific.

ผู้แทนจากหน่วยงานจัดหางานสำหรับคนพิการแห่งสาธารณรัฐเกาหลี (Korea Employment Agency for Persons with Disabilities: KEAD) ได้หารือและแลกเปลี่ยนความคิดเห็นเกี่ยวกับสถานการณ์ปัจจุบันของการพัฒนาคนพิการในประเทศเกาหลีกับผู้เข้าร่วม

นางสาวศุภอนงค์ ปัญญาสิริมงคล เจ้าหน้าที่เครือข่ายและความร่วมมือ ได้เข้าร่วมการประชุมอย่างแข็งขัน ร่วมกับผู้แทนจำนวน 68 คนจากประเทศไทยและสาธารณรัฐเกาหลี

The Asia-Pacific Development Center on Disability (APCD) contributed to the “Korea-Thailand Sharing for Inclusion Seminars 2025,” held on December 15, 2025, and organized by the Department of Empowerment for Persons with Disabilities (DEP), Ministry of Social Development and Human Security (MSDHS), in partnership with Disabled People’s International Korea (DPI Korea). The DEPI Connect Experience Exchange Conference took place in a hybrid format at the 60th Anniversary Meeting Room, DEP building, connecting participants from Thailand and Korea through teleconference from 10:00 AM to 1:30 PM. The event aimed to 1) facilitate the exchange of knowledge and experiences in disability development between the two countries; 2) strengthen cooperation and networking among persons with disabilities, organizations of persons with disabilities (OPDs), and relevant stakeholders; and 3) promote the participation of persons with disabilities in education, employment, accessibility, and empowerment initiatives. A total of 70 stakeholders from Thailand and Korea actively participated in the seminars. Mr. Watcharapol Chuengcharoen, Chief of Networking & Collaboration at APCD, delivered a 15-minute presentation on understanding disability, reaching 68 delegates and fostering greater awareness and empathy. Ms. Suppanong Panyasirimongkol, Networking Officer, also engaged in discussions and built connections with organizations supporting persons with disabilities. Key topics included knowledge sharing, international cooperation, and enhancing the participation of persons with disabilities in various sectors. APCD is honored to support the strengthening of international collaboration and the advancement of disability inclusion across the Asia-Pacific region.

On 9 December 2025, APCD representatives attended the AICHR Regional Consultation to Promote in the ASEAN Communities: Towards and Beyond Enabling Master Plan 2025. The consultation aimed to share the vision for meaningful participation and inclusive employment among the ASEAN Sectoral Bodies, experts, Civil Society Organizations and Organizations of Persons with Disabilities. With the cooperation from diverse stakeholders across the region. Mr. Somchai Rungsilp, APCD representative together with Ms. Cai Cai, from the UNESCAP and Dr. Nantanoot Suwannawut from the Department of Empowerment of Persons with Disabilities launched a policy paper under Disability Inclusive Employment and Business (DIEB) project. The presentation outlined the project’s objectives, progress, as well as the policy paper, result 1 of the project. The meeting marked a significant step for the DIEB project, setting the foundation for future implementation and engagement.

Asst. Prof. Dr. Arunee Limmanee, DIEB policy expert, also presented on the employment situation of persons with disabilities in Thailand as one of panelists. There were about 40 participants attended the event. The day ended with a closing remarks from H.E. Asst. Prof. Dr. Bhanubhatra Jittiang, Representative of Thailand to the AICHR.

APCD representative participated the AICHR Regional Consultation on Promoting the Rights to a Safe, Clean, Healthy and Sustainable Environment of Persons with Disabilities in ASEAN.

The one-day program is designed to deepen understanding and promote dialogue on the interlinkages between the right to a safe, clean, healthy, and sustainable environment and the rights of persons with disabilities in the ASEAN region. During the consultation, all sessions were shared with significant ideas, experiences including future vision among the ASEAN Sectoral Bodies, experts, civil society organizations and organizations of persons with disabilities. Mr. Somchai Rungsilp, as one of panelist of the session shared the roles of APCD on integration of rights of persons with disabilities in realizing the regional plan of action of the rights to a safe, clean, healthy and sustainable environment.

On 15 December 2025, APCD staff Ms. Siriporn Praserdchat, Logistics Officer, and Ms. Ms. Thorfan Dechachainimit, Project Coordinator, joined an in-person and hybrid gathering to commemorate the International Day of Persons with Disabilities 2025 under the event on “Empowering Persons with Disabilities through AI Innovation” which organized UNDP Bangkok, in collaboration with Microsoft Thailand Limited. The event took place at Microsoft Office, 35 Floor, One Bangkok Tower 4, and was also accessible online via Microsoft Teams.

The event aims to highlight innovative and inclusive initiatives that demonstrate how responsible and ethical use of artificial intelligence (AI) can enhance accessibility, empowerment, and equitable opportunities for persons with disabilities. By showcasing practical applications of AI developed for, with, and by persons with disabilities, the gathering will emphasize the role of inclusive technology in advancing sustainable development.

The agenda includes an opening remarks by Microsoft ASEAN, Ms. Daphne Choong, followed by expert sessions on shaping an inclusive future through AI innovation and advancing disability inclusion in the digital age.

This event reaffirms the commitment of UNDP and Microsoft to leveraging technology as a powerful tool for inclusion, empowerment, and sustainable development for persons with disabilities.

Through this event, APCD representatives created stronger networks with UNDP and other participants.

พิธีลงนามบันทึกความเข้าใจความร่วมมือระหว่างมหาวิทยาลัยเกษตรศาสตร์กับ Africa Rice Center (AfricaRice) เพื่อส่งเสริมความร่วมมือด้านการวิจัยและพัฒนาพันธุ์ข้าวระหว่างทั้งสองหน่วยงานและความมั่นคงทางอาหารของภูมิภาคแอฟริกา

On 8 December 2025, the Asia-Pacific Development Center on Disability (APCD) expanded its international outreach by hosting an exhibition booth at the Thailand–Africa Development Forum (TADF), held in conjunction with The Relaunching of the Thailand–Africa Initiative (TAI) at The Sukosol Hotel, Bangkok.

The event was presided over by H.E. Mr. Sihasak Phuangketkeow, Minister of Foreign Affairs of Thailand, to reaffirm Thailand’s policy towards Africa under the Thailand–Africa Initiative and its commitment to strengthening relations with African countries in all dimensions. The relaunching ceremony was attended by high-level representatives from African countries, notably H.E. Mr. Yusuf Tuggar, Minister of Foreign Affairs of the Federal Republic of Nigeria, members of the Diplomatic Corps in Thailand, representatives of international organizations, and stakeholders from Thailand’s public and private sectors.

APCD’s exhibition booth served as a platform to present its mandate, programmes, and best practices on disability-inclusive development, highlighting the role of South–South and Triangular Cooperation in advancing inclusive and sustainable development. Through policy dialogue and knowledge-sharing materials, APCD emphasized the importance of mainstreaming disability inclusion, accessibility, and the empowerment of persons with disabilities as integral components of development cooperation between Thailand, Africa, and the Asia-Pacific region.

During the event, the Ministers of Foreign Affairs of Thailand and Nigeria also witnessed the signing of a Memorandum of Understanding (MoU) between Kasetsart University and the Africa Rice Center (AfricaRice) on research collaboration and the development of local African rice varieties. The MoU aims to enhance food security in the African region and formed part of the official visit of the Nigerian Foreign Minister to Thailand, which focused on strengthening bilateral relations and advancing cooperation under the TAI framework. This cooperation aligns with the African Union’s Agenda 2063, as well as Nigeria’s and Africa’s current approaches to sustainable development.

ผู้แทนไทยกับ Disabled Peoples’ International-Korea เจ้าภาพในงานนิทรรศการศิลปะที่คนพิการมีส่วนร่วม

APCD participated significant programs of Disabled Peoples’ International-Korea (DPI-Korea) from 5-8 November 2025.

First activity was event on “International Forum on the Roles of Stakeholders in Capacity Building and Nurturing Artists with Disabilities in Asia-Pacific Region”. APCD representative delivered the congratulatory remarks for the event and shared his inputs toward promoting inclusive art in the Asia-Pacific region at the panel discussion. He emphasized on 4 main points which were (1) The power of art to develop human being and all people in the society which including persons with disabilities (2) Persons with disabilities has full rights to participate in cultural life, recreation, leisure and sport which it is clearly indicated in the United Nations Convention on The Rights of Persons with Disabilities (CRPD) in Article 30 (3) Since many of persons with disabilities have their own potential and talent on Art then people in the society should aware and impress on the art works made by persons with disabilities and lastly (4) All sectors in society should working together to promote inclusive art in the Asia-Pacific region. APCD is committed and pleased to be one of key actors to promote inclusive art in the region.

Thai delegates who join the forum were representatives of Dulabhatorn Foundation, Lucie Foundation as well as one online participant from Bangkok, Bangkok Art and Cultural Center (BACC).

Second activities APCD gave the opening remarks and attended the workshop on Inclusive International Seminar with Persons with Psychosocial Disabilities “Towards Rights-based on Deinstitutionalization and Inclusion in The Community”. The workshop was conducted in the morning of 7 November 2025.

And lastly, APCD delivered the congratulatory remarks at the 4^th Korea-Asia Pacific Disability Culture and ART D-EUM Festival. The festival aimed to create a cultural and artistic space where people with and without disabilities can come together on art activities. The opening ceremony of the exhibition was held in the afternoon of 7 November 2025. The first exhibition was first held at Bangkok Art and Cultural Center (BACC) in Bangkok, followed by a showcase in Seoul this time and will continue showing in Jeju this coming December. The most of artwork showed in this gallery were photos taken by students with disabilities.       

APCD will collaborate with all partners and stakeholders to promote inclusive art in the Asia-Pacific Region.

ศูนย์พัฒนาและฝึกอบรมคนพิการเอเชียและแปซิฟิก (APCD) รู้สึกเป็นเกียรติและซึ้งใจเป็นอย่างยิ่ง ที่ได้รับความอนุเคราะห์บริจาคเงินจำนวน 120,000 บาท (หนึ่งแสนสองหมื่นบาทถ้วน) จากสมาคมวิทยาลัยป้องกันราชอาณาจักรในพระบรมราชูปถัมภ์ (วปอ.) และนักศึกษาหลักสูตรการป้องกันราชอาณาจักร รุ่นที่ 67 (หมู่เสือ) 

เงินบริจาคในครั้งนี้จะนำไปใช้สนับสนุนภารกิจสำคัญของ APCD ได้แก่:

• การพัฒนาศักยภาพบุคลากร
• การรณรงค์สร้างความตระหนักรู้ต่อสิทธิคนพิการ
• การส่งเสริมการพัฒนาอย่างครอบคลุมสำหรับคนพิการในภูมิภาคเอเชียและแปซิฟิก
