Foreword
Asia-Pacific Development Center on Disability (APCD), which has been endorsed by the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) to be an implementing organization of the Biwako Millennium Framework (BMF) towards an Inclusive, Barrier-free and Rights-based Society for Persons with Disabilities, has two main missions. First is to empower persons with disabilities. Empowered persons with disabilities and their own groups, called self-help groups (SHGs) can become “agents of change” in their own communities.
